General information

The Citytunnel is the final link for rail transport in the Öresund Fixed Link on the Swedish side of the Öresund Channel.

The project involves extending the railway facilities on land to increase the capacity for rail transport through Malmö. The volume of rail transport has increased since the construction of the Öresund Fixed Link.

A Parliamentary decision to build the Citytunnel was made in 1997. The entire Citytunnel Project will be reviewed in accordance with the Environmental Code, and the application to the Environmental Court (miljödomstolen) was submitted in march 2002. Hearings began in the autumn of 2003 and were finished in early 2005.

The Citytunneln project comprises a total of 17 km of railway as follows:

  • a 6 km tunnel under central Malmö
  • 5 km of railway line above ground between the southern end of the tunnel and the Öresund Line
  • 6 km of connecting railway line above ground towards Ystad and Trelleborg

The Citytunnel project also includes the construction of three new stations:

  • Malmö C Nedre
  • Triangeln station
  • Hyllie station

The construction of the Citytunnel will necessitate the procurement of around 20 contractors. The contracts will vary in scale and technological content. The contracts will be procured throughout the period 2005 to 2010.

The prequalification process for the two main contracts were completed in 2002. These contracts consist of construction of the tunnels between Malmö Central Railway Station (Malmö C) and Holma, including the rock cavity for the Triangeln station, and construction of the new underground station at Malmö C. The inquiry documentation was sent to pre-qualified contractors for bidding in 2003. The contracts were awarded in november 2004.

The National Rail Administration is implementing the Citytunnel Project. The EU Directive 93/38/EEG states that government agencies operating transport networks for public use, must procure contractors from the supply sector. Therefore, procurement conducted by the National Rail Administration will be made in accordance with the Public Procurement Act (SFS 1992:1528) (LOU).

Chapter 4 of the Act applies for procurements over the threshold values in the supply sector. Chapter 6 of the Act applies for procurements below the threshold values, and for services specified in Appendix B of the Act.

The Citytunnel Project corresponds to all the fundamental principles regarding public procurement applied by the National Rail Administration.
